Now that the deadline for the filing of legislative bills has past, it is imperative that we examine the true impact on Counties. Our goal is to focus on those activities that create a funding decrease or delay long term plans that we have developed. As we discuss the impacts, let’s start with 2014 as an action of the legislature; Counties lost 40% of our Emergency Transportation Fund through redirecting this funding to State Budget needs. Consequently, in 2015 Oklahoma received record rainfall causing over $ 35 million dollars worth of damage to the county highway infrastructure. Also in 2015, as a result of balancing the state budget we lost 12% or approximately $ 16 million dollars of our transportation funding growth, and an additional $ 50 million dollars of actual transportation funds that had a negative impact on our 5-year construction plan.
